Q. 1 Is Parcham Party of India a Muslim Political Party?
 
Ans: Parcham Party of India is a political party registered with the Election Commission of India under the provisions of secular and democratic constitution of the country. No registered political party can be branded as a party with religious identity whether Hindu or Muslim Political parties using Muslim or Hindu prefix can not claim that their party is exclusively for a particular community.

In fact the Parcham Party of India is a party of all Indian citizens irrespective of caste and creed but it considers Muslims as its core constituency and the problems of the Muslims as its principal agendas. This is not due to any communal consideration but based on pure political consideration because since India became independent, no political party has given them due share in political power in any phase of life. However, every deprived and marginalized section of society is our constituency and their political empowerment is our chief concern.
 
Q. 2 Is Parcham Party of India a competitor of other Muslim Political Parties with the sole aim to replace them?
 
Ans: Parcham Party of India can not be considered a competitor of Muslim Political Parties because it has entirely different course of genesis. Unlike other Muslim Political Parties, it has to address a wider constituency with multifaceted cultural and social identity and ethos. Parcham Party has to adopt strategic terminologies acceptable to Non-muslims yet not compromising the Muslim identity at any cost. Unlike other Muslim Political Parties, Parcham Party has to widen its electoral base not merely on emotional grounds but firmly founded on mutual interest and meaningful cooperation at political as well as social level. The Parcham Party addresses the social and political issues by accepting the ground realities of the social fabric and adopts strategy to resolve conflicting issues not only between the various sects and castes among Muslims but also between the Muslims and other Non-muslim communities.

Thus, in terms of aims, objectives, terminologies and strategies, Parcham Party is radically different from other Muslim Political Parties.

Parcham Party realizes that in democracy minority can not rule. In order to become ruler the religious minority has to make a shift in its rigid religious isolationist paradigm to more dynamic and flexible political majority paradigm. This can not be achieved through the emotional and isolationist strategy as adopted by the Muslim Political Parties. Even if the entire electoral base of a Muslim Political Party is shifted to the Parcham Party in a rigid show case, it will not serve the purpose of converting a Muslim religious minority into a political majority but only by joining hands with the other Non-muslim communities through pragmatic approach.

Therefore, Parcham Party of India is not in competition with other Muslim Political Parties and it does not intend to wipe them out. Rather it seeks their support and extends its support to them as it has been a practice in the past in order to avoid electoral split.

Parcham Party does not consider Muslim Political Parties as its distracter but rather a supplement of its political agenda.
 
Q. 3 How Parcham Party is different from other secular parties?
 
Ans: Other Political Parties proclaim secularism and democracy only as their electoral strategy. However, their practice is in contradiction to their prophessed faith. If not so then why under the governments of secular parties like Congress, B.S.P. and S.P., Muslim minority and Dalits had been unabatedly persecuted and victimized.

On the other hand secularism is a matter of survival for the Muslims and weaker sections of the society which form the core constituency of the Parcham Party. The secularism is the soul of Parcham Party whereas, it is only an electoral strategy for other political parties to attract the Muslim and Dalit vote bank. This is why these parties put a secular mask just before the election and quickly shed off it when election is over and very conveniently switch on to their old anti-Muslim and anti-Dalit communal policies.

At the organizational level all the "democracy proclaiming" parties have the ownership of either an individual (B.S.P.), a family (Congress / S.P.) or an umbrella organization (like R.S.S. and BJP relationship). At the organizational level Parcham Party is not the property of any individual or a family. At the best is can be said to be under the control of community ownership and social partnership.

Those marginalized sections of the society and frustrated youth who nurse political ambitions but can not find conducive atmosphere for the expression of their talents will definitely look at Parcham Party as a golden instrument to actualize their dream of Political Empowerment and National Construction of India of their choice.
 
Q. 4 What would be the Parcham Party of India policy towards fellow non-Muslim citizens?
 
Ans: The Parcham Party of India (PPI) believes that India is a plural and multicultural society which represents the composite culture of miniature Asia. There are many social groups based on the distinction of religion, language, caste, region and sect. Every Indian citizen has the right to pursue its individual and social interest with its own identity. The state is impartial in the sense that it will neither patronise nor create hinderance for any group or individual in their cultural and religious matters so long as they are within the constitutional framework. PPI believes that every social group including Muslims have fundamental right to organise them socially as well as politically. It will be the effort of PPI to inculcate political leadership among various social groups of Indian society. PPI wishes that nobody else should lead any community or social group except their members. Muslims should have their own political organization and leadership. Other fellow non-Muslim social groups should also have their political organization and leadership. Some of them already have these arrangements e.g. Dalits under the banner of BSP and RPI and Backwards in the name of Samajwadi Party, Rashtriya Janta Dal, Apna Dal etc. Brahamans and Baniyas as BJP and Congress and many other groups at the regional levels like DMK, Akali Dal, AIADMK, PMK, TOP, AGP etc. There are many extremely backward castes like tribals, sweepers, potters, samis, kurmi etc. which till now have neither leadership nor any political organization. It will be the effort of PPI to provide opportunities for these communities to organise themselves politically. It will be not only in the interest of these communities themselves but also for the nation as a whole and for PPI particularly. It is easy to make political alliance with a politically aware and well organised community on the basis of issues of common interest. In short, PPI believes that what is good for Muslim on political plane the same is good for other communities also. Based on the principle of equality, liberty and social justice PPI will create political awareness among Muslims as well as other social groups of fellow non-Muslim citizens.
 
Q. 5 Would PPI seek sympathy and understanding of other non-Muslim religious parties like Akali Dal?
 
Ans: . PPI is making efforts for political empowerment of Muslims. Its natural corollary is that every minority group whether based on religion, caste or culture should be empowered politically and socially. Bodhs, Sikhs, Jains and others are marginalised socio-politically. Christians are being victimised by fascist Hindutva. PPI is the representative of the largest minority group of India and it feels its responsibility to support other minority groups for their socio-political empowerment. PPI will try to develop better understanding and symbiotic relationship between Muslims and other minority groups on political and social bases. Particularly, it will be effort of PPI to persuade Sikhs, Bodhs and Jains to dissociate themselves from RSS brigade of Hindutva and to assert for their distinct identity; since RSS is hell bent to culturally assimilate these religious groups.
 
Q. 6 How PPI would deal with pending problems like the VHP's plan to construct Mandir in Ayodhya?
 
Ans: The PPI will adopt a two fold strategy to check the Mandir menace of VHP. Firstly, it will unite all Muslim political organizations to adopt a just strategy towards this problem. The process has been already started and encouraging results are emerging. Secondly, PPI will try to project Babri Masjid issue as a symbol of victimisation of fundamental right of freedom of religion and destruction of a national monument of human heritage. All the self proclaimed secularist to parties will be brought on consensus others on this issue through seminars, symposia and conversation and other media of interaction. The effort will be made to isolate the Hindutva forces as extremist militant fanatics who are hell bent upon to disrupt the basic character of plural multicultural, multireligious and multilingual composite culture of India. Liberal journalists, intellectuals and human right activists at national and international level will be contacted for a joint and concerted effort to check the fanatic Hindutva-menace and bring diplomatic pressure on RSS supported Indian Government led by BJP for the same. A national level convention will be organised soon in Delhi, as the first step towards the goal. National and international opinion making in favour of our point of view is the sole panacea in the modern world.
 
Q. 7 People of unfriendly nature would be interested to drag I MFC in controversial and unimportant issues. How would you control the drift of that nature?
 
Ans: PPI has a well defined agenda and action programme and it will stick to it. However, in situation of emergency the Central Council of PPI will meet to decide the course of action. The PPI is based on the policy of rational thinking and not on momentary emotional outburst. This political paradigm and well guarded approach will help to control any kind of drift.
 
Q. 8 Vested interests may play a sectarian or communal card to divide PPI vote bank. What are your plans to tackle that issue?
 
Ans: Muslim nationalism is the foundation of PPI which itself negates the communal or sectarian division among Muslims. PPI considers Muslim community as a 'Wahid Ummah'. Indian Muslims are part of this wider and global Wahid ummah but a separate political entity in context of India. Theoretically speaking, PPI does not believe in religious sectarianism among Muslims. However, in practice there are many religious sects and PPI considers them all equal and respectable. It will try to minimise their differences at least on the sociopolitical plane. Caste structure is another unfortunate feature in Indian Muslim Society. Islam does not permit this concept which has crept in our social structure from 'Manuvadi' system of Hindu Society. However, in practice there is existence of social groups among Muslims based on caste. PPI, does not see any difference among them and considers them all equally respectable. In the eyes of PPI if there are distinct professional groups with their special problems these could be addressed separately, otherwise all will be considered as one entity inspite of caste difference. Every religious sect or caste will have adequate representation in PPI organisation and legistative bodies in proportion of their numerical strength. This realistic approach will give feeling of participation in empowerment among all sections of Indian Muslims.
 
Q. 9 Political mistakes are suicidal. Do you have any agenda to establish an assurance programme where future mistakes would be recognised in advance ?
 
Ans: PPI is in the process of formulating its political agenda and action programme with futuristic approach. There is a Central Council and specific subcommittees under it to examine every issue in detail in context of past experience and future projections. The final strategy is adopted on the basis of thorough discussions among functionaries and activists of PPI. There is a provision of periodic revision of success and failure of PPI programmes to rectify our approach before it is too late or becomes irreversible. With this multistage flittering approach we hope to recognise any possible major mistake of far reaching consequence well in advance.
 
Q. 10 Do you have a dream team, which would create sceneric future of the party ?
 
Ans: Yes, we have a dream team drawn from various walks of life. They are capable of formulating innovative political programmes for PPI. Based on vast experience and wide connections of the dream team we hope to attract many more talented persons to enhance our programmes.
 
Q. 11 Do you have a think tank which researches the mistakes of other or past Muslim parties ? Do you agree that such a study would help create a better strategy?
 
Ans: PPI has established a research and communication section in the central office. The process for establishment of a research library with modern communication facilities has already started. People from academics with political orientation have been engaged for this centre. Apart from this, Aligarh Muslim University will provide necessary support in terms of source material and generation of database. PPI believes that without meticulous research realistic policies and updated strategies can not be adopted. It is in touch with various academic institutions, social, cultural and religious organizations at national and international level to share their experiences based on a system of free flow of information relevent to the policy and programmes of PPI.
 
Q. 12 Would you consider a support office in London, Toronto and New York, which would be managed by Indian citizens?
 
Ans: PPI considers Indian Muslims as a separate political entity but a proud component of global Muslim Ummah. Non­resident Indians are playing a greater role in the socio-economic development of the country. PPI considers them as a valuable resource for the promotion of the interest of the party both in India and abroad. Apart from this, PPI has a well-defined foreign policy, especially towards Muslim Community residing in other countries. It is very much concerned with their political, economic, social and educational affairs and wants to interact with them. This can only be possible if PPI has a support office abroad. It should be managed by Indian citizens. This is an essential part of the PPI organizational structure.
 
Q. 13 In case of natural or unnatural death of any one of your top important leader, how you plan to redress the ranks?
 
Ans: PPI has a collective leadership. The top leader is only a symbolic figure-head. There is a permanent Central Council to took into the party affairs. In case of any emergency the Central Council can elect its figure-head any senior member of the Council. There is a provision of. second and third line leadership at all levels cf the organization.
 
Q. 14 Do you believe in multilevel management responsibilities in PPI.
 
Ans: Yes, PPI not only believes in multilevel management responsibilities but also follwing it in practice. Various individuals have been organised with specific tasks. Some committees have been formed to implement PPI programmes. We are practicising intra sectoral and inter-sectoral coordination both at horizontal and vertical levels.
 
Q. 15 How would you defend the leadership in case of criminal violence?
 
Ans: PPI will provide personal security guards as and when necessary. Lincenced weapons will be procured in the name of party functionaries, who will accompany the leadership. PPI will make claim for the security arrangement from the government when it will establish its political position. By the time these arrangements are made, extraordinary precaution will be taken to reduce security risk for the leadership.
 
Q. 16 Have you planned a political strategy to deal with RSS, VHP, Bajrang Dal, Shiv Sena and BJP on one hand and the BSP, SP, CPI, CPM and Congress on the other hand?
 
Ans: PPI has planned different strategies for different groups of political outfits. For RSS, VHP, Bajrang Dal, Shiv Sena and BJP, the PPI has planned a strategy to isolate them on the basis of their communal agenda. PPI will disuade various caste groups under the influence of communalist and fascist forces by genuine socio-economic issues of their concern and exposing the hidden agenda of RSS family. Furthermore, political empowerment of the deprived communities will convince these caste groups to persue their own interests beyond RSS influence. For leftist and centralist parties TMPC will adopt the policy to bring them on common platform at least on issue to issue basis and try to prevent split in anti- BJP vote (which is merely 39%). NBA allies will be persuaded to expand their own political bases instead of playing in the hands of BJP.
