Every adult Indian citizen with sound mind, who has belief in the constitution of the Parcham Party, is eligible to become the primary member of the Party.
At the time of registration rupees five have to be deposited as registration fees. Afterwards rupees ten per month have to be deposited as membership fee that can be deposited at once or in installments.
Those who fail to deposit the due membership fee within the stipulated period of one year from the date of registration will be granted a grace period of further three months.
If the member concerned fails to continue his membership dues even during grace period his membership will deemed to be fit for cancellation.
If the former member wants to continue his membership he will again be required to deposit registration fee. The membership will be continued form the new date of registration.
It is essential to have the recommendations of two old members on the basis of which the state or central council will grant the primary membership.
Initially the primary membership will be granted temporarily on probation for six months. If the performance of the member is not found satisfactory the probation period may be extended for further six months. If the state or central council is satisfied with the performance of the member it may grant the permanent membership, otherwise the application will be rejected. In this case whatever amount of the fees has been deposited it will be forfeited in favour of party fund.
During the probation period the temporary member will have all the rights and duties as that of the permanent except that he will neither have right to vote or to be elected.
If a state or central leader wants to obtain the primary membership of the Parcham Party of India after resigning from his old party then his application will be considered by the concerned unit only after the approval of the next higher unit of the party.
The central council has the right to condone the probation period of the application or grant permanent membership without any probation period.
On acquiring the membership of the Parcham Party of India the person automatically ceases to be a member of any political party. |
